MANILA, Philippines — The northwest monsoon or “amihan” will affect Extreme Northern Luzon while a shear line could bring rain and thunderstorms to other parts of Northern and Central Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said on Saturday.
In its early morning forecast, the weather bureau said Batanes would have cloudy skies with rains because of the monsoon.
